Highlights of the October 24 VSB Council Meeting

At its meeting on October 24, 2025, in Roanoke, the Virginia State Bar Council heard the following significant reports and took the following actions.

Approval of Disciplinary District Committee Nominations

Council unanimously approved the volunteer attorney candidate to fill a vacancy for an unexpired term of 2027 on the First District Committee and a lay person position on the Tenth District Committee—Section II for a term expiring in 2028.

Readoption of the Policy on Individual Remote Participation in Meetings and All-Virtual Meetings in Compliance with the Virginia Freedom of Information Act

Council reviewed and readopted, with 55 yes votes, 0 no votes, and 2 abstentions, its Policy on Individual Remote Participation in Meetings and All-Virtual Meetings. The Virginia Freedom of Information Act (VFOIA) requires public bodies who use all virtual meetings or allow members attend in-person meetings virtually to “at least once annually adopt a policy, by recorded vote at a public meeting.” Va. Code § 2.2-3708.3 (D).

Approval of Amendments to Section Bylaws

Council unanimously approved the repeal of the current bylaws and the adoption of revised bylaws of the Young Lawyers Section and Senior Lawyers Section.

Approval of VSB Resolutions for Retiring Supreme Court of Virginia Chief Justice S. Bernard Goodwyn, Chief Justice-Elect Cleo E. Powell, and Judge Junius P. Fulton III

Council unanimously approved resolutions to be presented in 2026 to retiring Chief Justice Goodwyn, Chief Justice-Elect Powell, and Judge Junius P. Fulton III, who will join the Supreme Court of Virginia.

Reports and Information Items

The Council also heard reports from the VSB president, executive director, finance director, and bar counsel; pro bono reporting information from the Access to Legal Services Committee; and reports on programs of the Diversity Section, Local and Specialty Bar Section, Senior Lawyers Section, and Young Lawyers Section.
