Notice to Senior Lawyers Conference Members

The Virginia State Bar Senior Lawyers Conference will hold its 2024 Annual Meeting on June 1, 2024, at 9:30 AM at the Virginia Beach Hilton Hotel, Virginia Beach, Virginia. All members of the Virginia State Bar in good standing who have reached 55 years of age are automatically members of the Conference and are invited to attend and participate.

At the Annual Meeting, the Conference members who are present will vote on membership in the Conference’s Governing Board for the term July 1, 2024, through June 30, 2025. The Conference members present will also vote on proposed amendments to the Conference’s Bylaws.

Governing Board Nominees

The Nominations Committee of the Senior Lawyers Conference, chaired by Thomas G. Bell, Jr., has reported the following nominations for the Governing Board, and the Governing Board has accepted the Committee’s report:

Carole H. Capsalis (17th Judicial Circuit - Arlington) is completing the unexpired term of a Governing Board member who resigned and is nominated for a two-year term as Member at Large.

Rhysa G. South (12th Judicial Circuit - Midlothian) is completing her first two-year term and is nominated for a second two-year term.

Eugene M. Elliott (23rd Judicial Circuit - Roanoke) is nominated for a two-year term.

Stephen D. Lentz (2nd Judicial Circuit - Virginia Beach) is nominated for a two-year term.

Mark Matney (7th Judicial Circuit - Williamsburg) is nominated for a two-year term.

Lynn L. Robinson (13th Judicial Circuit - Richmond) is nominated for a two-year term.

Hon. Deanis Simmons (28th Judicial Circuit - Smyth County) is nominated for a two-year term.

Martin Wegbreit (13th Judicial Circuit - Richmond) is nominated for a two-year term.

Edward L. Weisner (19th Judicial Circuit - Fairfax) is nominated for a two-year term.

John E. Whitfield (26th Judicial Circuit - Staunton) is nominated for a two-year term.

In addition to the above nominees, Hon. Colin R. Gibb (27th Judicial Circuit - Christiansburg) is moving to Honorary Member because he has completed two consecutive two-year terms as Member at Large.

Proposed Bylaws Amendments

The Senior Lawyers Conference Bylaws Committee, chaired by Gary C. Hancock, proposed revisions to the Conference Bylaws to address certain inconsistencies and ambiguities within the Bylaws, conform the Bylaws to actual practice, and clarify the terms of office of Members at Large who transition into Board Officer status after completing their full terms as Members at Large. The proposed amendments have been presented to and approved by the Governing Board, subject to the affirmative vote of the Senior Lawyers Conference members present at the Annual Meeting. Officers for 2024-2025

The Governing Board has elected the following officers for the term July 1, 2024 – June 30, 2025:

Chair – Thomas G. Bell, Jr. (25th Judicial Circuit - Staunton)

Vice-Chair – Barbara S. Anderson (18th Judicial Circuit – Alexandria)

Secretary – Richard A. Gray (19th Judicial Circuit - Oakton)

Treasurer – Veronica E. Williams (7th Judicial Circuit - Newport News)

In addition, W. Carter Younger (13th Judicial Circuit - Richmond) automatically moves to Immediate Past Chair from Chair.
