Highlights of the February 24 VSB Council Meeting

View of the VSB Council meeting on Feb. 24, 2024.At its meeting on February 24, 2024, in Richmond, the Virginia State Bar Council heard the following significant reports and took the following actions.

Amendments to Paragraph 13-5 and Bylaws of the Council

Council approved, with 56 yeah votes, 2 nay votes, and 3 abstentions, changes to Rules of the Supreme Court of Virginia Part Six, Section IV, Paragraph 13-5 and Bylaws of the Council, Article VIII, Section 2 to add a third lay member to the Committee on Lawyer Discipline (“COLD”). The proposed changes will be presented to the Supreme Court of Virginia for approval.

Election of Members to Fill Volunteer Entity Vacancies

Council approved, with 58 yeah votes, 0 nay votes, and 2 abstentions, candidates to fill 2024–25 vacancies on the VSB Clients’ Protection Fund Board, VSB Council Members At Large, VSB Disciplinary Board, VSB Mandatory Continuing Legal Education Board, and American Bar Association House of Delegates.

Election of Disciplinary Board Chairs

Council approved, with 53 yeah votes, 0 nay votes, and 3 abstentions, candidates to fill 2024–25 VSB Disciplinary Board chair and vice chair vacancies. The candidates will be presented to the Supreme Court of Virginia for appointment.

Budget

Council unanimously approved, with 61 yeah votes, 0 nay votes, and 0 abstentions, a proposed budget for FY2025. The budget will be presented to the Supreme Court of Virginia for approval.

Council Service Award Presented to Samuel T. Towell

Samuel Towell was recognized for his service as a 13th circuit member of VSB Council. He is stepping down from his role on Council due to his appointment to the State Corporation Commission. His term as commissioner will commence March 17, 2024.
