At its meeting on February 25, 2023, in Richmond, the Virginia State Bar Council heard the following significant reports and took the following actions.

Amendments to Paragraph 13

Council approved with 59 yea votes, 3 nay votes, and 1 abstention proposed amendments to Part 6, Section IV, Paragraph 13 of the Rules of Court clarifying the meaning of “shall.” The proposed changes will be presented to the Supreme Court of Virginia for approval.

Proposed Legal Ethics Opinion 1893

Council approved with 59 yea votes and 2 nay votes proposed LEO 1893, Representing Child with Parent as “Next Friend.” The proposed opinion will be presented to the Supreme Court of Virginia for approval.

Election of Disciplinary Board Chairs

Council unanimously approved candidates to fill VSB Disciplinary Board chair and vice chair vacancies. The candidates will be presented to the Supreme Court of Virginia for appointment.

Election of Members to Fill Volunteer Entity Vacancies

Council unanimously approved candidates to fill vacancies on the VSB Clients’ Protection Fund Board, VSB Council Members At Large, VSB Disciplinary Board, VSB Mandatory Continuing Legal Education Board, and American Bar Association House of Delegates.

Budget

Council unanimously approved a proposed budget for the FY2024. The budget will be presented to the Supreme Court of Virginia for approval.
