On-Demand CLE: VA State and Local Government Conflict of Interests Act— Written Advisory Opinions

Virginia Beach Deputy City Attorney Rod Ingram will present a one-hour webinar on the special authority of the Virginia city, county, or town attorney to issue written opinions under the Virginia State and Local Government Conflict of Interests Act. The presentation will address the who, what, when, and how of advisory opinions, from receiving the request, to opinion format and disclosures, when to refer the requester to the Commonwealth’s Attorney or Ethics Council, and the status of the written opinion with respect to privacy and confidentiality considerations. While COIA clearly authorizes the issuance of these opinions, the statute is silent on these material aspects of actually doing the work. Mr. Ingram has decades of experience in preparing these opinions, and he will be sharing what he has learned with webinar attendees.
